As the owner of Rise and Shine Web Design, Jazzmin Celeste provides expert-level design and marketing support. She works with clients who are looking to level up their online presence.

Her business is based in Anchorage, Alaska, where she and multiple generations of her family were raised. As a woman-owned business with Indigenous roots, Jazzmin has a vast lineage that includes relatives of Apache Indian, Alaskan Athabascan, and Taíno Indian descent. Jazzmin aims to bring her sense of community and collaboration into every project. With each new website build, she prioritizes highlighting the identity and intended impact each client wants to make. Her goal is to reflect their authentic voice and visuals. She partners with local creatives, supports fellow small businesses. She also strives for her services to be accessible so that more Alaskan entrepreneurs can access high-quality web design. Jazzmin also serves clients remotely in other states, as well.
“I see Anchorage as a very new city still, and I love the idea of helping craft it to be its best,” she says. “I want to help like-minded entrepreneurs who care about the impact they have on this community and on the world.”
From Business Dreams to Dream Job
Jazzmin has a background in psychology and child development. She also had a career in social work prior to exploring web design as an alternative career path. In 2022, she took her first class in web development, thinking she might want to become a software engineer. She then realized that web design was the perfect solution for a more flexible career. It combined her greatest passions: working with people, solving problems, and being creative.
“I’ve had so many business ideas and even other businesses over the years, but I didn’t grow them because the marketing part felt overwhelming,” she explains. “Now, I help the same kinds of purpose-driven entrepreneurs create marketing they can feel proud of, so they aren’t held back by unclear or inconsistent messaging, or marketing that doesn’t authentically represent them.”
She began building her own website for what would become Rise and Shine Web Design in October 2024. The business officially launched in June 2025. Since then, she’s spent time preparing to partner with clients across a variety of industries to optimize their websites, including construction, health care, civic action, artists, and more.
Long before that, though, there was another partner in her corner helping her gain the knowledge and confidence to get started: Business Impact NW.
Finding community through collaboration
“In February of 2024, I was looking for business resources and found coaching with Alaska Women in Business through Business Impact NW,” Jazzmin recalls. “They connected me with my coach, Carrie Jean, whose support has been vital ever since. She has helped me validate the local market for the services people need. She connected me with a law firm for my business needs, provides crucial business advice, and has been rooting for me all along the way. I feel so lucky to work with her.”
The feeling is mutual for Carrie Jean, who echoed her gratitude for working with Jazzmin and praised the way she interacts with her clients:
“Jazzmin solves one of the biggest challenges small business owners face: finding the time and structure to create a website that truly works for them,” Carrie Jean says. “She’s built a thoughtful process that respects how busy entrepreneurs are while helping them develop sites that actually convert visitors into customers. What makes her special is how she combines that structure with warmth, clarity, and professionalism. Working with Jazzmin feels efficient, collaborative, and empowering. She makes great web design feel within reach and brings such good energy to every meeting. It’s impossible to not have fun building something with her.”
Aside from the regular coaching Jazzmin receives, she also credits the Business Impact NW classes she’s taken so far with contributing to her overall business knowledge, as well as balancing the mental and emotional load of business ownership. She finds support in connecting with other entrepreneurs through classes and workshops, who offer insights into similar challenges they’ve faced and how to work through them.
Advice for others
For others who dream about owning their own business, Jazzmin suggests seeking resources early and often. For those based in Alaska, she encourages looking into how Business Impact NW can help, along with organizations like these (many of which offer free resources):

- Anchorage Community Land Trust and Set Up Shop program
- UAA’s Center of Economic Development

- Upstart Alpha (through the Center for Economic Development)
- 1 Million Cups
“Start with what you love and what you’re good at, then find out if there’s a market that will pay you to do it,” she says. “For me, that’s web design. It blends problem solving with puzzles, creativity with logic, and business with empathy, and it’s very fun for me.”
