Topic: Doing Business with ODOT

Description: This presentation will cover the different programs that ODOT Office of Equity & Civil Rights administers, how to engage with these programs, and an overview of procurement at ODOT. Ashley’s presentation provided by the ODOT Procurement Office will give an overview of the Office, the types of outsourcing opportunities ODOT contracts for, contract thresholds, the different bid methods utilized, and OregonBuys, the procure-to-pay system utilized in the Department. There will be time for questions at the end of the presentation.

Speaker: Joe Hanseling, ODOT Office of Equity & Civil Rights Small Business Programs Navigator


Joe Hanseling joined ODOT’s Office of Equity and Civil Rights (OECR) in March 2024 as a Small Business Programs Navigator. He is focused on conducting outreach & engagement for the OECR, developing relationships with partner agencies & small businesses, and providing technical support when questions arise. Joe has a varied background working in outdoor recreation, higher education, and business operations for 10+ years.

Omar Alvarado is a local Oregonian who is passionate about small businesses and economic development. For over 9 years Omar has been supporting businesses to build long term success and prosperity. As a Small Business Navigator, you may see Omar representing ODOT at outreach events and sharing resources for business seeking to do business with the agency.

Speaker: Ashley Sisneros, Supplier Diversity & Inclusion Analyst


Ashley Sisneros holds the role of Supplier Diversity & Inclusion Analyst in the ODOT Procurement Office. She recently reached her one-year mark with the Department, after 4 years of state service in Arizona. Ashley is committed to advancing social justice and public interest issues, her passion is in public service where she has dedicated her life’s work after 13 years in the banking industry. She holds a bachelor’s degree in economics and a master’s degree in US government and policy. Ashley finds inspiration in art, international travel, and the Oregon outdoors.

Business Excellence Sessions are a series of virtual educational workshops designed to address the unique challenges businesses face in their daily operations and their journey toward overall success. Among the most common challenges are legal, financial, and contracting obstacles. These sessions aim to provide entrepreneurs with a platform to learn, grow, and apply practical knowledge to enhance their businesses. Participants will also gain insight into other community resources and opportunities available now or in the near future. Topics can cover services, opportunities in development, or essential information small businesses need to know.
